Tor and VPN networks

Where Tor exits and VPN networks sit, release 2026-11.

Tor exit relays and commercial VPN services are where anonymised traffic re-enters the open Internet. This page counts the /24s that hold them, by country and by network. It covers Tor and VPN only: ordinary hosting space is left out, although the packages' broader Anonymization flag includes it. The per-/24 detail is in every CSV and Parquet package (IsTor, IsVPN, AnonymizerCategories).

/24s with a Tor exit
411
/24s holding at least one Tor exit relay in release 2026-11.
Tor exit relays
1,239
Exit relays counted inside those /24s; a few hosting networks run many each.
VPN /24s
13,348
/24s inside published commercial VPN network ranges.
Countries
196
Countries with at least one Tor-exit or VPN /24.

By country

The 30 countries with the most Tor-exit or VPN /24s. "Per 10,000" puts VPN /24s against all /24s geolocated to the country, so large and small countries compare. The full JSON file lists every country.

How to read these figures

  • Tor = /24s holding at least one Tor exit relay from the Tor Project's bulk exit list; exit relays are counted per /24.
  • VPN = /24s in a published list of commercial VPN networks (X4BNet lists_vpn, MIT licence). The list does not say which VPN service.
  • Hosting space alone is not counted here, even though the packages' Anonymization flag includes it.
  • Running a Tor relay or a VPN service is legitimate; these figures describe where the infrastructure sits, not who uses it.
